All abnormal load operators will require a keeper’s certificate to prove ownership of the trailer, which must be carried as part of the vehicle documents at all times.

EU Directive – Within the European Union (EC), the Council Directive 96/53/EC gives information about the permissible dimensions and weights for road vehicles in international traffic. Heavy Goods Vehicles Road Tolls

In Luxembourg, the toll road system is time-based with the electronic Eurovignette as a payment method. Trucks weighing 12 tons and above are required to use the Eurovignette when traveling through Luxembourg, the Netherlands, Denmark and Sweden.

Weekend and public holiday Driving Bans

Driving ban for all trucks, with or without a semi-trailer, exceeding 7,5 t gross weight on all roads for transiting towards France, from 21:30 hrs on Saturdays; or the evening before a public holiday until 21:45 hrs on Sundays or the public holiday itself.

Exiting Luxembourg towards Germany the ban is from 23:30 hrs on Saturdays or the evening before a public holiday until 21:45 hrs on Sundays or the public holiday itself.

Please note that regulations restricting the movement of means of transport used to carry goods apply throughout the country, on the entire road and motorway network.

Exemptions from prohibitions

Luxembourg traffic restrictions do not apply to vehicles transporting live animals, perishable goods and flowers, cargo necessary for the proper organisation of events and sporting events, and newspapers. During the harvest season, exemptions are for the collection and transport of agricultural products from the place of harvest and combined transport by rail and road, between the place of loading and the point of unloading (provided the route does not exceed 200 km and the transport is heading towards Germany).

Speed Limits for HGV’s over 3.5t

The following speed limits are applicable to HGVs:

  • Urban Roads – 50km/hr
  • Non-Urban Roads – 75km/hr
  • Motorways/Expressways – 90km/hr

Drink Driving

The legal limit is 0.25 mg of alcohol per litre of breath for drivers in general. For professional drivers, the limit is set at 0.1 mg per litre of breath.

Other Items Required

In addition to required documents, motorists are also required by law to carry the following items when driving to avoid hefty on-the-spot fines:

  • Reflective vest
  • Warning triangle
  • First aid kit (for trucks, tractors and semi-trailers only)
  • Fire extinguisher (for trucks, buses, vans, tractors and semi-trailers over 3.5 tonnes)

Low Emission Zones

Luxembourg is one of the few countries in Western Europe that has so far avoided the introduction of environmental zones. However, due to elevated nitrogen oxide (NOx) levels in 2018, the European Union called on the country to develop an air quality plan, thus making concrete proposals on how to improve air quality. LEZ’s will become law at some point.
